Russell Horwitz

Russell Horwitz is the firm’s Chief of Staff. In this role, he oversees the operations of the Executive Office, including corporate communications, government and regulatory affairs, and corporate engagement. Mr. Horwitz also works closely with the teams responsible for investor relations and marketing. He is a member of the Management Committee.

Mr. Horwitz held several roles during his 16 years at Goldman Sachs. Prior to his current role, he was the firm’s Deputy Chief of Staff. Before that, Mr. Horwitz was Co-Chief Operating Officer of the Securities Division, where he helped oversee the management of the division. Earlier in his career, Mr. Horwitz worked in the Office of the Chairman, where he helped manage the firm’s external and internal communications and branding strategy and global client engagement for the Executive Office. Mr. Horwitz also served as Secretary to the Management Committee. He first joined Goldman Sachs in 2004, and was named Managing Director in 2008 and Partner in 2012. Mr. Horwitz rejoined the firm in 2023 as a Partner.

Prior to rejoining the firm, Mr. Horwitz served as Chief Global Affairs at Citadel, where he was responsible for communications, marketing and branding, regulatory and government affairs, and philanthropy. Before initially joining the firm, Mr. Horwitz worked at the US Securities and Exchange Commission (SEC) from 1998 to 2000. He served various roles, including Senior Adviser to the Chairman for Policy. Before that, Mr. Horwitz was Special Assistant to the National Economic Adviser and Deputy Director of Communications Research at the White House from 1995 to 1998.
