Goldman Sachs Japan to Appoint Shigemitsu Sugisaki as Vice Chairman

Tokyo, December 29, 2006 –Goldman Sachs Japan Co., Ltd. ("GSJCL") today announced the appointment of Shigemitsu Sugisaki as Vice Chairman of the firm.

Mr. Sugisaki joined Japan's Ministry of Finance in 1964 and served in various positions including Deputy Director General of the International Finance Bureau, Commissioner of the Tokyo Regional Taxation Bureau, and Secretary General of Executive Bureau at the Securities and Exchange Surveillance Commission. From 1997 to 2004, he served as Deputy Managing Director of the International Monetary Fund, where he played a key role in managing the Asian currency crisis and reforming the international monetary system.

He currently serves as Chairman of Sompo Japan Research Institute.
